Bill to Regulate Coaching Institutes in Bihar- Right or Wrong Step?

Bihar has become the first state to enact laws for regulating an inidividual’s business(functioning of coaching institutes).Looks like,the govt is adamant to violate the fundamental right of an individual.The bill came following the agitation of students against the coaching institutes.Who knows,this agitation, might have been irked for some political benefit? Does,it mean that the government should come up immediately,with a bill,as the only solution instead of going through a inquiry about it?
The proposed bill stipulates compulsory registration, the number of students in a coaching class, infrastructure and space needed per student etc. It also proposes to slap heavy fines for violations. A group of Govt officials headed by the District Magistrate will monitor the functioning of coaching institutes.Framing these regulations, the government is incidently going to spread corruption at education level,whose percentage of share will reach them also through well defined hierarchical flow.
Recently, the members of Bihar Coaching Teachers’ Association have come out with a suggestion that the Govt should not rush through the bill without seeking thorough opinion of students, guardians, teachers, etc. They suspect that the cost of providing unrealistic infrastructure coupled with likely extortion by the monitoring committee and/or anti-social elements may ultimately force the coaching institutes to charge unreasonable fees beyond the reach of poor students. The biggest loss will be for the students only due to enaction of this bill. They may not get entry into best coaching institute due to restricted entry.
Ignoring the concerns of the Coaching Teachers’ Association, the Govt is duty bound to enact law to regulate the functioning of coaching institutes in the larger interest of the students and the society.In the disguise of students and society , the govt is going to fulfil it’s own interests to warm up it’s pocket under the table ( through bribes) and out of the table( by levying tax on the earnings of coaching institutes).
If the Govt is really serious about the quality of education, its own colleges and institutions must also reflect it. Take for example the case of Bhagalpur College of Engineering. Why is that the students have to lock the college and demand for the appointment of regular teachers? Why doesn’t it provide 1 meter square space for each students in the school? Why don’t students get benches and tables in the schools to study? Why there is no electricity in the schools and fans in the classrooms?
Why do we see a huge crowd in the government buses in Bihar? Why doesn’t the govt frame rule so that the buses should have passengers equal to the seats available?When the govt is undertaking any road construction work, does it frame law to verify the height ,width and length of the constructed roads? Does it check the quality of materials being used for construction activities? Why does the roads downgrade in 2-3 rainfalls? Did it ever frame any law to monitor the work of contractors undertaking the development activities from the government? The answer is “NO”,because they are going to fill up their stomach with public funds ,accumulated by tax payers of different classes.
These all were few aspects which I highlighted. There are lot many things where government can be trapped for it’s negligence. The Bihar government should focus on the development work of state rather than wasting time on framing bills for middle class people. The govt’s intension can be comprehended by everyone.
